A settlement would allow developer George Trudell to build 115 homes at the proposed Castle Hill Village in Newtown, up from the 99 homes previously approved. The project is planned for 136 acres near Taunton Pond. Two separate court appeals remain active, however, and could still block or overturn the agreement.
