Newtown has reached a settlement with a New York developer clearing the way for a 120-unit apartment project near the high school in Sandy Hook. The agreement ends a 14-month legal battle and includes 30 percent affordable housing along with a 350-thousand-dollar payment from the developer for sidewalk improvements.
